Research, Policy Analysis, and Evaluation

Millennia consultants work with clients to inform public policy for community and economic development at local, national, and international levels.

Our policy analysis services include the full scope of policy research and analysis, identification of best practices, and full recommendations. When appropriate, we also conduct legislative analysis on given advocacy issues.

Much of our social policy work involves community-based research designed to develop practical solutions to concrete, real-life problems. While we work with all types of communities, we are especially adept at working with and on behalf of the socially disadvantaged. Many of our clients are in health care, with specialties including:

  • Behavioral health
  • Community health and community health centers
  • Mental health

We employ a wide and creative range of data collection techniques and processes including interviews, surveys, focus groups, and community forums.

When Millennia provides its evaluation services, we include an organizational assessment, logic models, all of the participatory evaluations obtained in the course of the project, and recommended performance appraisal systems.

Our evaluation work employs both qualitative and quantitative methods. Often, our evaluation measures are developed through a process that engages all stakeholders to figure out what outcomes are feasible, measurable, and will make a difference.

Throughout the evaluation process, we share data with stakeholders in order to collaborate on analysis. We arrive at a consensus with regard the data’s implications and determine what, if any, mid-course program or policy corrections should be made.

Sometimes, we will conduct an “arms-length” evaluation, but we generally prefer a model that involves our clients, giving them a sense of ownership in the desired outcome.
