Kenneth is a veteran in program development and evaluation, focusing on economic development, work force, and community development issues, as well as strategic planning and organizational development. He brings to his engagements a profound understanding of program strategy and organizational needs, plus expert analysis and synthesis of data, current concepts, and best practices.
As a partner in Millennia Consulting, he has directed strategic planning, feasibility analysis, program evaluation, and policy research engagements with such institutions as the McCormick Tribune Foundation; the Archdiocese of Chicago; John D. and Catherine T. MacArthur Foundation; the Illinois Department of Children and Family Services; and other organizations. Prior to joining Millennia, he was president of Kenneth O'Hare & Associates, Inc. In that capacity he directed more than 50 studies of nonprofit organizations.
As director of economic research and development in a large U.S. city, he formed groundbreaking participatory relationships with numerous community groups. He was responsible for task forces in the apparel and steel industries, as well as economic research, evaluation, policy analysis, public awareness, and event planning. As president of Workplace, Inc., from 1980–1983, Ken directed studies of employment training issues for nonprofit and corporate clients.
His 20-plus years of senior-level experience with federal, state, and local government includes service as director of planning and operations of the Chicago Mayor's Office of Employment and Training, where he managed a $200 million annual budget and made major innovations in contracting and program design. Additional public-sector experience includes management positions with the Illinois Department of Personnel, Illinois Governor's Office of Manpower, Illinois Governor's Office of Human Resources, and the U.S. Departments of Labor and Defense. Prior to his involvement with the governmental and nonprofit sectors, Ken accrued extensive operational experience in the industrial sector.
He is a graduate of North Central College with majors in anthropology, sociology, and psychology; and the Harvard University Summer Institute in Employment and Training. Ken has served on the boards and advisory councils of a number of civic organizations in Chicago. |
