Kenneth is a co-founder of Millennia Consulting, with more than 40 years of experience in program development and administration, and a major operational background in workforce development at the federal, state and municipal levels. His 22-year consulting career has focused on community development, organizational development and strategic planning assignments. He brings to his consulting engagements a deep understanding of program strategy, organizational needs and best practices.

Ken has directed consulting assignments in program development, evaluation, and policy research for such institutions as the John D. and Catherine T. MacArthur Foundation, McCormick Tribune Foundation, Archdiocese of Chicago, University of Chicago, Chicago Housing Authority, Loyola University, the Illinois Department of Human Services, and the Illinois Department of Children and Family Services. His consulting assignments have included such diverse subjects as labor force policies in Organization for Economic Cooperation and Development countries, entrepreneurial development in Latin America, environmental "brownfields" redevelopment, early childhood education standards, public sector quality-of-worklife, the future of higher education, public housing staff morale, federal education reform laws, and metropolitan-wide community development. He has conducted scores of internal organizational assessments for nonprofits of all sizes, advised large universities on new program offerings, and assisted charitable foundations in planning new directions.

Prior to forming Millennia, he was president of Kenneth O'Hare & Associates, Inc., where he directed more than 50 studies of nonprofit organizations, and president of Workplace, Inc., where he directed studies of employment training issues for nonprofit and corporate clients.

Prior to consulting, Ken served for 19 years in federal, state and local government. He served as director of economic research and development in the Chicago Department of Economic Development, where he was responsible for economic research, evaluation and policy analysis aimed at creating and retaining jobs in Chicago. As Director of Planning and Operations of the Chicago Mayor's Office of Employment and Training, he managed a $200 million budget including more than 11,000 job training slots, 44,400 summer jobs, and public employment for 12,000 people. Ken was instrumental in cooperative efforts among big cities to shape federal workforce development regulations. He made major innovations in contracting and program design, including the first use of "performance contracts," and complete redesigns of client intake, counseling, referral, training, and placement systems, and MIS, administrative, and monitoring supports.

Ken's public-sector experience includes executive positions with the Illinois Department of Personnel, the Illinois Governor's Office of Manpower, where he was staff director, the Illinois Governor's Office of Human Resources, and the U.S. Department of Labor, serving under Secretary of Labor Willard Wirtz.

Ken is a graduate of North Central College, with majors in sociology, anthropology and psychology, and a graduate of the Harvard University Summer Institute in Employment and Training. Ken has served on the boards and advisory councils of numerous civic organizations in Chicago.
